Think of interface elements like physical buttons. When you press one, it might depress slightly or change texture. In web development, we emulate this tactile feel using CSS transitions. By scaling a badge up when a cursor moves over it, we create a subtle but effective 'depth' effect that makes the UI feel responsive.
